Meet our staff
Ernie and Ro Thomas Pastor
Ernie is the Pastor of The “Source” CORCC City of Refuge Christian Church, based in Virginia. He completed a successful career in the United States Navy, retiring as a Chief Petty Officer.
With a passion to equip and add value to people, he is a Department of Labor Career Transition Consultant and an International Certified John Maxwell Team Leadership and Personal Growth Speaker, Trainer & Coach.
He enjoys spending quality time with his family, podcasting, video graphing and meeting interesting people.
Pastor Ernie and his wife Romanda of 21 years, reside in the Virginia Beach area with their two teenage children.
Romonda “Ro” Thomas answered the call of the Lord to faith in Jesus Christ in her mid teens. Fast forward to present day, she has answered yet another call to ministering alongside her husband Ernie.
She gives herself away, for God to use her to touch the lives of people in and outside the four walls of the church.
Romonda has a strong passion to help people that are lost, hurt and broken mentally, physically and emotionally.
She realized that she has been gifted to pull people from dwelling in the valley to a place with the Most High God.
Romonda is married to Pastor Ernie Thomas and together they have two wonderful children and on long haired Chihuahua.
Jeffrey Foster Deacon and Chief Financial Officer
Jeff is a native of Winston-Salem, NC. He is a United States Navy veteran, successfully serving eight years. While stationed in Pearl Harbor, he became a Covenant Partner of The City of Refuge Christian Church of Hawaii, under the leadership of Dr. Wayne E. Anderson, The International CORCC Ministries Overseer. While There, he interned asa Deacon before moving to The City of Refuge Christian Church of Virginia in 1998. In 2010, he was ordained. In addition to serving as Deacon, he is the Chief Financial Officer and Men’s Ministry Leader.
Jeff has been married to his amazing wife Della Foster for 25 years and is the proud father of three children, Nikki, Jonathan and Treazur.
One of his favorite bible scriptures is Isaiah 41:10 “Don’t be afraid for I am with you. Don’t be discouraged for I am you God. I will strengthen you and help you. I will hold you up with my victorious right hand.”
Della Foster Ministry Coordinator
Della Foster serves as a Ministry Coordinator at the City of Refuge Christian Church of Virginia. With a heart for the young generation, she has committed her talents to teaching and adding value to the youth. She also serves as the Hospitality Leader and ministers through music with the Praise and Worship team.
Della is all about The Father’s business, that’s why she allows God to use her in various areas of ministry. She realizes that there is a power and purpose in the Ministry of Helps, within and outside the four walls of the church. As a student of the gospel, she enjoys hearing and studying the teaching’s of God’s word.
Della is married to Jefferey Foster and together they parent two lovely children, Jonathan and Treazur.
Dionne Lynch Praise and Worship leader
If you are looking for someone who has answered the call to ministry, then you need look no further than Minister Dionne Lynch. Minister Lynch is a proven Spiritual Leader, a Preacher, a Worshiper, songwriter, dramatist and a Pryer Counselor. As you can see she uses all her talents for God and did not bury any! Her dedication is a testament that she has truly answered the call when Jesus told her to “Come follow me.”
She currently serves as the Praise and Worship leader at The “Source” CORCC in Virginia. She has a passion for God and His People like none other. She earned her Bachelor’s Degree in Theology from Covenant Bible Seminary and is working on her Master’s of Divinity Degree. Through the military she has gained excellent leadership skills and has traveled to many places in which she shared the Word at each stop along the way.
Minister Lynch resides in Virginia Beach, VA with her husband Marcus and three amazing children Brianna, Britney and Brandon and one granddaughter, Zhalea.
Praise until something happens!
LaDonna Jones-Shelton Church Secretary
LaDonna Jones-Shelton is currently a long standing member at the City of Refuge Christian Church. She has been a faithful member of this congregation since 1998. It’s Christians like LaDonna that exemplifies the principle of “blooming where you are planted.” She is a true worshiper who loves to praise her Lord and Savior!
In 2010, LaDonna answered the call to take on the tasks of the Church Secretary, which is an influential position of the church that gets very little exposure and seems like a thankless job, but LaDonna realized that it’s the things that you do for God that counts and not every Kingdom assignment is meant to be publicized. It’s with this Kingdom minded attitude that she serves her Pastor and church wholeheartedly. She also serves the Hospitality Team, where she loves serving others and taking care of the needs of people.
LaDonna loves her church family and considers herself blessed to be a part of The “Source” CORCC. She has nothing but love for her two sons, four grandchildren and her natural family.
Alicia Rene Hightower Source Connection Director
When someone’s favorite scripture is Proverbs 3:5-6 “Trust in the Lord with all thine heart and lean not unto thine own understanding. In all thy way acknowledge Him and He shall direct thy path.” You know that this person has a special type of relationship with God. Alacia “Rene” Hightower has been that special person ever since she answered the call to ministry in 1998. In that call, God told her that her ministry would be to minister to make people whole by sharing His Word and encouraging intimate relationships with Him. She also has an anointed calling to break down the Word to its purest form of application.
She currently serves as the Source Connection Director of The “Source” CORCC. Where she truly believes that it’s her job to lead other to the Cross, by sharing the love of Christ with others. Rene is currently pursuing a MPA with healthcare Management. She plans to use her degree to serve women and children of Domestic Violence and Sexual Assault.
Rene is the loving wife of Alexander and together they are proud parents of three daughters, and four wonderful grandchildren.

Alexander Hightower Minister
Alex Hightower serves in multiple capacities at The “Source” CORCC. Minister Alex takes great pride in performing his duties for Christ because he believes in enhancing the lives of God’s people one soul at a time.
Ever since Minister Alex accepted Christ as his Lord and Savior back in 1990, he has been absolutely sold out and on fire for God. He is an educator by trade, which means that the world has taught him how to teach and relate to students. He uses that training and empowering by the Holy Spirit, to be an excellent mouth piece and ambassador for God.
Minister Alex lived in Japan for five years and has had the opportunity to travel abroad, visiting over 50 countries and 5 continents, which ha given him the opportunity to go into all the world and preach the gospel to the whole creation as the Bible commands us. He is happily married to his beautiful wife, Rene, who, together they have three daughters and six grandchildren.
